True Blue Project Management and Consultancy Services Limited, a UK-based private company, was established by Ulvi Yilmaz. He is a MSc Civil Engineer with twenty years of progressive engineering and management experience. He graduated from Istanbul Technical University in Istanbul, Turkey in 1994 with a Bachelor of Science (BSc) degree. He obtained his Master of Science (MSc) degree in structural engineering in 1997.

Ulvi started his career as a quantity surveyor in some plant and mass housing construction projects for a general contractor in Turkey.

From 2001 to 2005, Ulvi worked for STFA Infrastructure and Tunnel Construction Co. of Turkey, a large international contracting firm, as a head office-based estimator where he gained extensive experience in prequalification, cost estimating, bidding, quantity surveying and procuring.

In 2005, Ulvi relocated to Gharyan, Libya, where as a site-based planning engineer, he produced resource assigned work programmes and performed progress reporting on a water reservoir project.

In 2007, Ulvi joined IMS Engineering and Consultancy Inc. team of project management professionals (later acquired by Hill International of USA) and managed planning, quantity surveying and tendering stages of an iconic hotel construction project in Istanbul, Turkey.

In 2009, he relocated to Libya again to join STFA-Eren Joint Venture for the Benghazi Port Project. As a technical manager, he managed planning, programming, design coordinating, cost monitoring-reporting and contract corresponding.

From 2011 to 2014, Ulvi took part in a public housing project in Yanbu, Saudi Arabia. As a construction manager, he managed and controlled construction site activities.

In 2017, Ulvi started working as a project manager for a Spanish general contractor. For two years, he recruited and led a construction supervision team, planned-programmed-managed project activities, hired and managed sub-contractors on the prestigious Haramain High Speed Railway Project in Jeddah, Saudi Arabia. 

He is a genuine all-rounder and a certified construction Project Management Professional (PMP®) with over twenty years of international work experience, holding SMSTS, CSCS and First Aid at Work qualifications. Proud to be a member of the ICE and PMI.
